If a large share of those murders are unsolved there has to be an assumption by White observers that the perpetrators were Black.
That is a BIG assumption. And while you are assuming that, you afre ignoring that 90* % of White murdered are murdered by other Whites. If, with all the resources at your disposal, you can't get a handle on your homicide problems how do you expect Blacks to do it? Black tax dollars go to city hall to pay for the same police protection you do but apparently they get less protection.

Why not show blacks how to coral their homicide problem by setting an example in corralling yours?

Here's the FBI chart on the subject. In 2013 there were 2491 blacks murdered. Of that total 2245 of the perps were black. That equates out to slightly over 90%. In that same time period there were 3,005 whites murdered and lo and behold the majority of those who killed (2509, or 83%) them were white too. This makes sense as you tend to hang with your friends.

What do you make of that last table and how does it apply to the offenders?

It doesn't mean anything beyond the police have no suspect, so no way to classify one.

Pookie gets blasted slinging rock on a streetcorner. The cops have no witnesses, because Stop Snitchin' is a thing, so have nothing to go on. They know in their heart of hearts that Pookie caught a bullet for being on the wrong streetcorner and his killer was black like Pookie, but without an actual suspect, they can't say.

Same thing when Bobby Joe ends up dead in a trailer park. The killer is probably white, but without anything more to go on than Bobby Joe got stabbed a bunch of times and left behind his trailer, there's another unsolved crime.

You've got quite an imagination but you still did not address the possibility that some of those unsolved homicides must occur virtually under the noses of police officers. Surely the retort of gunfire would draw their attention if they are anywhere nearby. Plus, I wouldn't rule out police involvement in some of those murders.
