Some charters are better than others, yes.

But if run well and if the parents are involved, they can be teaching wonders.

NAMBLA used to March with Gay Organizations and in their Charter the National Coalition of Gay Organizations called for the End of Age of Consent Laws...

Should I paint with the same broad brush you just used on Texans about all Gays knowing that what I just said is Historical Fact?...
