Having worked in Federal procurement for five years, I know that government contracts are riddled with these social engineering clauses, and there is a small industry of specialist firms that help first-time government contractors navigate through all of them without getting their figurative teats in a wringer.

Will this include small business subcontracting, minority business subcontracting, and wimmin business subcontracting? One can only hope.

I know that your claim is based on racism and I am willing to bet that you don't think some whites may be dumb based on genetics. Because racism is an evident show of low intelligence and that would mean your genetics are why you have such a low amount of intelligence.

If racism is "evident show of low intelligence, why are Charles Murray and Jared Taylor so intelligent? Why were Professors Arthur Jensen, Richard Herrnstein, and J. Philippe Rushton so intelligent?

Once affirmative action is eliminated in government employment it will be easy to eliminate it in the private sector. Few hiring managers in the business community ever wanted to hire Negroes who were less qualified than the least qualified white and Asian applicants they had to choose from.
