It's statewide not just Philly. As more votes come in things will change of course. Traditionally Early voting favors Democrats with absentee votes and mail in votes....
Republicans tend to vote at the polls on election day itself.

So...the early voting needs to favor Democrats by 20-30% before election day to be successful for the Democrats to win. *generally speaking. Meaning not always but usually. This election is somewhat different in a lot of ways as early voting is down by at least 30%.
