Proportionally, yes.

Volume-wise, no.

a. If I have a village of 100 people and 10 of them commit crimes then I have a 10% crime rate.

b. If I have a town of 1000 people and 90 of them commit crimes then I have a 9% crime rate.

I have 80 ( 90-10 ) more crimes in (b) than I do in (a).

Those 80 victims might have something to say about which is worse.

If I am in charge of law enforcement and contemplating a surge of LEOs I will choose (b) every time, tending to (a) later.

So will any sane elected official who cares about law-and-order.

This way, only 10 people are harmed and 90 people are saved.

The lesser of two evils... worth choosing each-and-every time.

And if, by doing so, I can rationalize a decent excuse to get boots-on-the-ground in a Sanctuary Jurisdiction... all-the-better.
