Some are over 65 and poor. Some are receiving benefits for nursing home and assisted living facilities and some of the older ones that are on it their respective state may be paying partial or all of their Medicare part B premium.

Medicaid is partially funded by the Feds. A temp freeze would not have the website shutdown. They are only doing it on purpose to panic people.
