Just stupid reasoning. A 30 yr felon can’t adopt a baby either, but if she becomes pregnant and has the baby (and is not in jail) then she has to raise the baby.
Well, she can’t do a lot of things at 16. Can’t buy beer, can’t sign a contract. All things designed to keep her from making bad decisions. One bad decision we can’t really police is she decides to get fucked. We try to keep older men from enticing her but can only do so much outside of parenting.
