During the entire reign of Marshal Tito, he fought against that. I have actually long viewed him as one of the "Good Communists, much as I viewed Generalisimo Francisco Franco as one of the "Good Fascists". Neither one stood for that ethnic crap, and would slam people of their own ethnic group for oppressing others as much as anybody else. Be a Croat oppressing Serbians, he would come down just as hard as a Serbian oppressing Croats. The same with Franco, he saw everybody as "Spanish", and did not care if you were Castilian or Basque.
