The method we used on the Western side of Colorado to get rid of coal and oil fired electric plants was as a replacement came online, then, and only then would the plants be shutdown. We also have a single refinery not far from here. The big messy one shut down decades ago. Again, you can't shut something needed down until you find a replacement. And I doubt seriously that CA is in panic any more than we are. And one state over, with your thoughts in power, once you crest a mountain pass, the air quality goes to shit due to a whole lot of coal fired E plants and refineries. Utah, with all it's empty places, had to built in the same area it was expanding population. They could have set the plants up in South Western Utah and it wouldn't be so bad. But, like you, they are stupid.
