There are ways to mitigate the impact of the brine returning to the ocean, long pipes to deeper water, and multiple diffusive points to spread it out.

The energy required to take "black" wastewater and turn it into potable water is pretty much up there with desalinization.

What type of "water recycling" are you talking about?

And before you answer, realize you are being asked by an Engineer with 20+ years of experience in water and wastewater treatment.
