Can someone from California please explain how allowing the killing an infant 30 days after it is born legal, has any merit whatsoever?

Here's the California bill that ALLOWS PARENTS TO MURDER THEIR BABIES WITHOUT REPERCUSSIONS... It's even more evil than it sounds, because it REQUIRES the coroner to be complicit in the cover-up of the child's murder:

It also allows the parents to MURDER the baby after a BOTCHED ABORTION attempt when the BABY SURVIVES, plus it provides a way for the MURDER and botched abortion to be COVERED UP, otherwise they have to provide life saving measures. It's sick.
