CA is not handling the mud slide season at all Well

Why is that? All that is needed to competently handle annual events is to do what worked best in past years one quick glance at CA mudslides today and adding the current date on the calendar and you get to read what was done but I did not see any comments about reverse 911 nor one way traffic away from the most dangerous areas which is pretty standard in the rest of the country where floods are common. What's wrong with this kind of ignoring what works being tolerated.
