Translators aren't only for people who speak no English. Many people with some, but limited, ability in a dominant language will prefer the assistance of a translator when available for important matters.

It's also possible to develop a certain degree of ability in a language, and then experience language attrition. Someone who was naturalized 10 years ago may have lost much of their ability to use English if they haven't actually used the language much since then.

Maybe they do speak English, but have limited proficiency. You don't have to be fluent to become a citizen, you only need to be able to demonstrate a basic degree of English ability.

Maybe they were born citizens, but grew up in a predominantly Spanish speaking community, and never learned English.
