A friend of mine connected in Philly said some bike riders came across some political literature laying around then observed a bunch of absentee ballots in a cart laying in a ravine. They called the Philly cops and the police took charge of the ballots and took them over to city hall. This is mess that could have been avoided with proper proceddure.

Maybe they do speak English, but have limited proficiency. You don't have to be fluent to become a citizen, you only need to be able to demonstrate a basic degree of English ability.
