Whether or not Secretary Rubio is doing something is not dependent upon your satisfaction, only the President's satisfaction as the senior official of the State Department. It is the Secretary's job to act as an emissary of the President and our nation when conducting foreign affairs, and counsel the President when called upon to do so. It does not however grant the Secretary the permission to override whatever decision the President may make, and the Secretary is always bound to the restraints of their actual position.
