This all has to do with regulations imposed that no longer allow you to do with the water on your property the way you wish. I've read of a case where someone built a large container to hold rainwater for household us and to give to their stock. They were fined and told to remove it - as it did not allow the water to go downstream for others to use.

You have no proof of coercion. The reason why it takes a unanimous decision to convict is that, if a biased person falls through the cracks, an innocent person doesn't end up going to jail.
