I doubt her shooting will generate the same outrage it did when George Floyd died. She was a paid political activist, not some poor Negro selling individual cigarettes on some street corner. She knew the risks involved in the job she took, and died as a result of her own stupid actions. Being a political activist is all fun and games until you get shot in the face.
The outrage for the shooting will also be the perfect way to send a message that we don't want ICE policing our cities.

She was there to HARASS and paid a price for HER DECISION.
Let's take that arguably false premise and assume it's true.

You still have part two of the shooting, where the officer fired at her while her vehicle was moving away from the ICE agents, and no federal agents were in danger.

Think of it like the castle doctrine. Where you can shoot someone while they're breaking into your house.
If they manage to escape, you can't pursue them, and shoot them in the back as they run away.
