As the US Constitution only that the people have the right to "peacefully" assemble.
The National Guard needs to be utilized along with orders to use lethal force on any and all who throw things like Molotov Cocktails, rocks and any other items that can cause serious harm to the feds doing their jobs.
After they start being "taken out" by troops, the protests will suddenly disappear or become quite peaceful.
