I know this is pretty silly now that Trump nullified all immigration law as well as the constitution but immigration laws do allow a deportee a say in where he will go other than his home country if the deportee has a creditable claim as to his safety in his home country. Our international treaty with over a 100 countries requires countries to take back their own upon deportation. So yes, Honduras would have to agree to take him.

People claim he was given two hearings. That was years ago from what I recall.

The order protecting him from deportation was never rescinded.

I am all for sending him away, just not ignoring the law to do it.
