Those people were obviously not Secret Service personnel. Why would the FBI be there? They were not in civilian clothes or wearing the uniforms of the Secret Service uniformed division. The Secret Service would likely not have even been present as they have no protective assignment for Noem. She is DHS secretary, and the DHS would cover her protection. Cabinet Secretaries have their own security. For some reason, a lot of people thing the Secret Service protects all government officials, when they do not.
