I don't think the "massive cuts to Medicaid" will "shut down rural hospitals.

Most of the layabouts who would refuse a very easy work requirement for Medicaid are city dwellers, used to the conveniences of a life of leisure in an urban area.

I would picture rural folk who are on welfare as those who are truly needy, but who would be willing to do twenty hours a week of community service. They likely already are volunteering in some way that would count.

Maybe someone has some evidence that this is not the case?
