Imo the problem is the lack of any consensus building. Obama passed Obamacare with reconcilliation because he had no gop votes to cover everyone and Ted died. He could have had gop votes to just expand schips, but that was not enough ... for him.

Totally agree. Everyone hears "consensus" and they think of some bullshit unity where we all hold hands and sing kumbayah. That's not the point. Consensus means we only pass laws we can come to some agreement on. If we can't, we don't pass those laws. Consensus is more about what we don't do - in particular, we don't pass laws that half the country hates.
