It depends on the definition of "culture". Sure, anyone here shares a common culture in that we live in America and experience many of the same things every day. But what I have seen over the last few decades is a clear decay in popular culture, and it metastacizes everywhere.Interestingly, I think that's bullshit. I think we, mostly, share a common culture.

We need a government that focuses on the values we share, and leaves the rest up to "the states or the people", as the Constitution instructs. Trying to force social change on people with laws is almost always a mistake.It depends on the definition of "culture". But such standards are subjective and trying to codify them into law creates division and conflict that just doesn't need to be. Lowered standards in popular culture, lowered standards in education, lowered standards in the way we take care of our bodies, and lowered standards in those we elect to lead us are not a coincidence. To me, that's all culturally based.
Anyway, I suspect we agree that government mandated, enforced social reform creates just as many problems as it tries to fix. And I would add that such an environment spreads to businesses.
