Nowhere does it say a judge gets to carve exceptions to this law. The law is exceedingly clear: the President decides. It's HIS job to enforce the law, not some jackass judge's.

The law states specifically that it takes an Act of Congress to change the President's designation.

"inferior courts" are Federal district courts to resolve disputes between the Federal government and people or companies of that district. Such as the EPA, SS, SEC, or other federal agencies issues within that district. Those district judges do not have the constitutional authority to resolve constitutional issues regarding presidential authority under Article 2, only the USSC has that authority.
I hope Trump pushes that issue to the USSC to keep district judges in their lane.
