They were still fighting until 2007 when Bush paid them to stop. They've accepted that offer. When the war was winding down as a result of that and the surge, Bush signed an agreement with Iraq to pull all of our troops out the end of 2011. It was that agreement, which Obama honored, which resulted in our troops being pulled out.
