You do have a point about not knowing if there was outrage.

A good example here in Miami is when a little girl was shot sometime back. Several blocks was closed down due to outrage and protest of black on black violence

However the local media did not bother to come nor write a story about it.

You would not know if there was outrage unless you lived near the victim.

PS. I don't count the days before the burial as a protest. That is the wake and of courses you will hear people mourning then.
