all I know is that its safe everywhere you go in Metro Detroit but not safe in Detroit what is the factor? Black people. Most likely a big factor for that disparity is the fact that a convict's previous criminal record is taken into account when they are sentenced. Especially in states that have three strike laws on the books.

I assume you're factoring in unequal enforcement of nonviolent crime, unequal prosecution and unequal police activity in each community, right?

then I assume you took iinto consideration that when a kid is put into the system for say, marijuana, (which most white suburban teens do/sell in equal numbers but don't get tossed for) you're keeping them out of college, out of the job market and in many cases, even out of their own families (since if you live in public housing and get convicted of a crime, your family can be given the choice to exclude you or be evicted (unlike the nice white suburban pothead who the cops don't prosecute because he/she comes from a "good family".
