That being said, as much as I'd like to blame this on a politician, I'm quite frankly surprised this didn't happen a lot sooner.
As someone who flies into DCA on a somewhat regular basis, it is the ONLY airport where I get nervous flying into, especially after 9/11.
A small airspace with a shit ton going on and absolutely no margin for error.

I wouldn't trust no pilot with only 500 hours. That's barely enough just to get you up and down
500 hours isn't bad at all. It takes a couple of years to get 500 hours in an aircraft, plus sim training, plus ground training, etc.

Not to mention that wearing the goggles can lead to a significant loss of peripheral vision while in use ...
It would not be surprising if the pilot and co-pilot identified the wrong plane ...
And the whole incursion simply resulted in a tragic accident.

Even in a statistically 'perfect' condition ... There are still three failures in a thousand.
People say that 'all accidents can be avoided' ... Which is true ... But just as true as the fact even in statistically perfect conditions ...

The accident is a combination of events from what I have seen. The heli was half a mile off course, and 200 feet too high. The off course is not acceptable in any world, nor is the elevation discrepancy, I have no idea why those occurred. Instrument failure? Hacking of the flight controls? Incompetence?

I have no idea. The investigation will hopefully reveal the causes.

However, ATC bears a huge responsibility too. Releasing the controller early is unforgivable in that situation. Certain airports you might get away with it.

Not that airport.

I would have to include that at Reagan they use separate frequencies from the tower for fixed wing and rotor aircraft.

Among many other complications that could have occurred ... The helicopter was aware another aircraft existed ...
But they were unable to hear instructions from the tower to the plane ...
That may have provided them with a more accurate ability to visually locate the actual plane in question.

The tower told them to be visual, a BH doing 180 knots is pointed downward they couldn’t looke up cuz the cab blocked their view

That's normal. There is a ground controller, a helicopter controller, and a fixed wing controller. The ATC let a controller go, so they were doing both jobs. During the day, if you're super competent, ok.

Never at night.
