You can't 'retool' anyone without giving them a chance to eat and get an education. It's going to be hell for a while, whatever you're proposing. The welfare system needs to change. This black preacher is using a pretty wide brush, though. A lot of decent people live in the ghetto and would like to get out if they had a chance.
