We aren't talking "average", we are talking top marginal. Which mean some paid that much unless they could justify deductions (such as investing in jobs and charities.)
My own thought for the billionaire class is 100% rate and then harvest them for transplant organs, but some might consider that a bit harsh.
No. You didn’t read the article. Do so again. Of that top tier they paid 42% not 70%. No one actually paid the 70%. Rich already pay more than their “fair share”.

The top marginal rate was 70%. Today it's 37%.
The rich don't pay anywhere near their fair share.
The real problem is that the bottom 40% control less than 1% of the wealth.
The next 20% control only 4 % of the wealth.
The next 20% (which I find myself right now) control a mere 8% of the wealth.
The Top 20% control 87% of the wealth, with the top 1% controlling 41% of it.
Facts don’t care about your feelings. Control of wealth and fair share of taxes are two separate arguments. Do you want to take people’s wealth now? Why are you punishing success? Sounds like socialism to me.
