Maybe illegal encounters are decreasing, because Dumbo has made it legal for them to come. That's a diversion, not a decrease in numbers. We will likely actually see an increase in people coming because of this, as this is actually an incentive for people to come, but what we won't see are the damaging images on the news that make this adminstration look like the inept morons they are on this issue, which is what this is really all about.

They won't solve it, so they've totally bailed, and opted instead to play with the numbers to throw a smokescreen over their massive and ongoing failure.
