mueller didn’t make a finding on obstruction and kicked it to the DOJ…rather odd but nonetheless what was done

Mueller, by his own words, could niether bring charges, nor make accusations against a sitting President, all he can do is clear of charges and state the facts of the case.
He cleared on Part I because he didn't find sufficient evidence and COULD NOT clear Trump on Part 2, which within those confines can only reasonably mean one thing - he found Trump culpable and prosecutable, even though he could not do that against a sitting president.
