Congress does not have the authority to make that determination unless the cabinet notifies them.

Or does Congress also have the right to compel Trump to prove he is suitable to serve as president too?
 
Congress cannot grant immunity. They are not part of the Executive Branch. Only the DOJ and attorney general can do that.
Congress works with the DOJ to get the person immunity. Use and derivative-use immunity.
When Congress (or a congressional committee) compels testimony or the production of documents, the witness must be protected from having their compelled statements used against them in a criminal prosecution. This is known as “use and derivative‐use immunity.” The DOJ issues a proffer letter and agree to the terms.

Congress has the authority, they have hearings all the time, Congress could compel Trumps doctor to a hearing but it is doubtful that a Republican Congress isn’t going to do that, just as a Democrat Congress didn’t look at Biden’s cognitive issues.
