Nope. With very few exceptions (like being required to give your name or address), you always have the right to remain silent. The constitution gives you the right. It has nothing to do with arrest.
I am not an expert on this subject, but it seems to me that Biden's medical and psychological condition and examination should be considered the same as an employment physical for any company. When I have been required to submit to one, the results have been reported to the employer who, in Biden's case, would be the American taxpayer. Seems the doctor should be compelled to report to congress.On what Legal Basis would the doctor be obliged to "notify Congress"?
I am no lawyer but I do not believe that such an obligation exists at-law.... perhaps I'm wrong... if I am... show me.

I, too, am curious to hear from the doctor regarding Uncle Joe's mental fitness during his Presidency.
There may be a way to compel the doctor's testimony or, failing that, there may be a way to subpoena the medical records.
There may also be a way to compel related testimony from various White House staff that served Biden in various capacities.
Inquiring Minds want to know....and it is in the best interests of The Republic and The People to obtain that information.
Allowing Congress to fashion legislation to prevent any lapse-in-mental-health from going unreported ever again.

Congress cannot grant immunity. They are not part of the Executive Branch. Only the DOJ and attorney general can do that.
