The era of diplomacy with China is quickly coming to an end. More punitive action needs to be taken. Withdrawing a diplomatic delegation with a terrible diplomatic record will have no bearing on them, nor will they be concerned about their image given that not even their ally Russia takes them seriously.It will make a difference to the CCP because they value their image very much

Pretty much.US Olympic athletes should not be used as political pawns and banned from participation in events. It was a poor idea under Carter and a even poorer one now.
Now if the US does not want to send a political delegation to China that's one thing (who cares) but since they don't underwrite athlete's training and travel to the host country (China) is not banned to other Americans by the US they need to STFU and let the athletes do their thing.
