This is a perfect, primo example of unrealistic, impractical proposals put forth with the best of intentions. Here's just one question that this proposals backers clearly have not considered:

What would happen when some of these property management corporations had their property taxes raised by more than 5% by some of the counties where they operated? It is not at all unusual for a county to raise the property tax by well over 5%.

Would you expect those companies to just absorb the loss? For how long?
