And throughout Biden's term, he has let his extreme racism show, pandering to minorities with crumbs, and making several appointments based upon DNA rather than qualifications - notable examples being Kamala Harris and Ketanji Jackson Brown.

I don't know the full context of Reagan's remark, but the Soviet Union was our arch enemy at the time and Reagan whooped them good.

There are some significant differences of course. Reagan was coherent, while Biden's remark is a babble which is less coherent than a four-year old. Also, Reagan joked about bombing an enemy, where Biden jokes about blowing up the World.

Biden is sick. Reagan was brilliant.

It's arguable, I suppose, but from my perspective, Reagan used the largest peacetime expansion of the US military in history to force the Communists to drain their economy to keep pace, and he labeled the Soviet Union and "evil empire," getting many other nations to support isolation of the Soviets which led to a dramatic decrease in oil prices and eventual collapse of support of the Union by Eastern Europe.

Joe would exterminate you if that was the law of a totalitarian government and he was part of it. We can change our views on issues. However, Joe has changed his views completely for political power and money. That is who he is. One of the Senators who was constantly criticized for his actions over decades. Having seen Biden make similar statements, and knowing he is a true racist, I always assumed the quote was legit.
