Several reasons. Lots of republiscum do it too. The criminal justice system is part of the swamp and is part of the way the government makes money. Criminals arrested in the vast majority of cases are allowed to make bail before trial. That money is never seen again. In less severe crimes the offender is fined instead of locked up. And don't forget court costs, and lawyer fees, all pouring into the system that pours more money into government coffers. Offenders that are locked up many times are allowed to make plea bargains for reduced sentences. Then many times they repeat crimes, get caught and it starts all over. I've seen violent criminal records going back 20 years where the scum are allowed to get back out over and over. Plus, they want criminals on the street because the more heinous the act, the more "reason" they have to cry for more gun control.
