If your country were near Israel and you were building a nuclear power plant, wouldn't you put as much of the technology as possible underground under hardened protection?

The Israelis bombed the Iraqi power plant at Osirak, that had a French reactor that was explicitly designed by the French engineer Yves Girard to be unsuitable for making bombs. The Israelis will try to stop any country nearby from exploiting nuclear energy.
