Here's how we can both fund the Federal Government and Eliminate the IRS in one shot: Make the states fund their ratable share of the government based upon their electoral college votes. For example, CA would have to pay 55/538 or 10.2% of Federal expenditures, it would be up to CA to figure out how to raise their share of the money. Each state would come up with their own plans to raise the revenue

We eliminate the IRS, we restore individual liberty, we now make the States wear the green eye shades and look at the Federal budget ("You want us to fund your snail darter conservation center? Bite Me!" -- One state to another) since the Federal Government can no longer have their hand on the throat of the individual.

It should be repealed and services should go down to the states to provide. The federal government needs to focused on defense of the nation.
 
Of all the candidates I thought Rand Paul had the best Tax Plan.

You have to drasically reduce the size of government to the point it forces states to handle these matters they should be handling already.

While the discussion is on the Amendments to the Constitution, I would submit the following:

Amendment XIV Section 1 should be amended as follows: "Any persons born to parents of US citizens, native born or naturalized, and subject to the jurisdiction thereof, are citizens of the US and of the state wherein they reside. No State... the equal protection of the laws.

This clarifies the intent of the law in regard to "anchor-babies".

Amendment XVI, as mentioned should be repealed.

Amendment XVII, (direct election of Senators), should also be repealed and Article I section 8 should be reinstated.

This would give oversight back to the States over the Federal Government. (Imagine the Senate with no Harry Reid in charge after 2010)

There were briefly excise taxes on whiskey but this led to the Whiskey Rebellion in 1791 while Geo. Washington was POTUS.

ok the USA is UNITED------it is a country ---not a loose federation of states--------we got over that issue a bit more than

The USA is a federation of states per the US Constitution. I will concede that the Constitution was crushed by Abraham Lincoln and has been in decline since.

Sounds good to me. Right now its a beggar thy neighbor situation. State and local officials appease their constituents by seizing money from other citizens and passing it around. Seems painless enough.
The Founding Fathers and the Framers knew of this danger. The Constitution they left us specifically and precisely banned the redistributionist income tax so beloved of statist liberals today. It was explicitly forbidden. But the lunatics of the progressive changed that with the 16th Amendment.
That was a funny era. Note that the progressive monkeying with the constitution didn't stop there. The 17th,18th and 19th Amendments all passed in the same era. And its been downhill since.

It differed from what we have today in kind and degree. I believe the taxes collected then were collected by the states and spent proportionally on the states. Sort of like what the original poster suggested. And it only affected a very small part of the population.
In fact the present income tax, legalized by changing the Constitution, only impacted a very small per cent from the richest Americans when introduced. What envious angry red blooded socialist class warrior could object to stealing money from only the rich? But like all liberal ideas it was only a beginning and has grown into a monstrosity which robs and impoverishes Peter to pay democrat voters.
