Your conclusion may fit your narrative but it isn't based in fact. In an interview aired Friday on "CBS This Morning," Barr stated that Mueller could have reached a decision. The Mueller Report is an internal DOJ document:

JAN CRAWFORD: In your view, he could have reached a conclusion?

BARR: Right, he could have reached a conclusion. The opinion says you can not indict a president while he's in office, but he could have reached a decision about whether it was criminal activity. He had his reasons for not doing it, which he explained. I'm not going to argue about those reasons, but when he didn't make a decision, the deputy attorney general and I felt it was necessary for us, as the heads of the department, to reach that decision.

CRAWFORD: Well, he seemed to suggest yesterday that there was another venue for this, and that was Congress.

BARR: I'm not sure what he was suggesting, but the Department of Justice doesn't use our powers of investigating a crime as an adjunct to Congress.

Mueller, speaking for the first time since the submission of his report to Barr, claimed on May 29 that his team’s avoidance of a traditional prosecutorial decision—a recommendation to press charges or not—was due to Department of Justice policy.... “Under long-standing Department policy, a President cannot be charged with a federal crime while he is in office. That is unconstitutional. Even if the charge is kept under seal and hidden from public view—that too is prohibited,” Mueller said, citing the department’s Office of Legal Counsel. Charging the President with a crime was therefore not an option we could consider,” he added.
Barr, the head of the department and therefore Mueller’s boss, said that that simply was not true.... “I personally felt he could’ve reached a decision,” Barr said during an interview with CBS on May 30. Barr said Mueller “had his reasons” for not making a recommendation but declined to explain, adding: “I’m not going to, you know, argue about those reasons.” Barr said the office’s opinion was relevant but didn’t prohibit what Mueller thought it did.

Why was Mueller given tens of millions of dollars?
To investigate the attack by Russians on our democratic elections and if any of the Trump campaign workers in constant contact with these Russians were unwittingly or wittingly working with them, and if the President tried to interfere in this on going official investigation, and to prosecute any unrelated crimes that were exposed by the investigation.

Are you really trying to argue that Mueller should have accused Trump of crimes without charging him?
