and he was the one, not congress, who proposed medicare Part D, No Child Left Behind, and other budget busters that had nothing do with Homeland Security, Iraq, or defending the country

also spending bills never have the associated interest attached to them, next pres will have to deal with that, unless they want either the currency or bond market to go into the tank
