Good question. Bring in the National guard and take care of the drug problem. Use the police force for finding the drug sellers and the National guard can back up the police.

The thing is that Baltimore doesn't even need money, they just need the leadership with the will to do what is needed.
Baltimore has thousands of youth hanging out on street corners drinking wine and smoking newports, pitching nickels and peddling crack and smack.
Hand these men a broom. Have them sweep up, renovate the city's housing stock, make Baltimore the showplace it could be.

The Drug Dealers and the Pimps are hanging right out on the city's street corners, they have to be available for their customers.
Maybe they could take some of those youth and teach them how to help renovate the slum appartments.

Democrats have a very hard time shining a light on their own failure and corruption. The mayor needs to go to his governor and fix their own mess.
Round them up, put them in jail for a year and then out on supervised work on housing.

I doubt they need money as much as they need outsiders like Kushner out. Absent landlords, crime exacerbated by a proliferation of guns, white flight, Bethlehem Steel shutdown in favor of foreign steel. What's catching up is not Democratic leadership so much as Corporations fleeing to coolie labor countries, while blue-collar Baltimore citizens who can't afford to get out are stuck there...and unemployed. And because of those manufacturers scramming when the going got tough, we are now a coolie labor country ourselves with pre-flight American costs.
How about republican Moscow Mitch allowing russians to invade our elections? What light do you traitors shine on that?
There are cities that are crumbling and he is just saying the truth. Detroit, Chicago, Baltimore are not shining retreats for people. They are failing cities that have been under Democrat control. And stop making it about race. That train has left.

You could use your money to invest and buy up blocks of APTS. Then you could invest and renovate or build new. They were not slums when erected to code? what happened to all these residences? Normal wear and tear you say? With zero upkeep? Despite a DEM city housing authority patrolling daily at $80K salary? Does not make sense. Maybe you and your other LW kooks could invest and improve on your own?
Think that was the DNC that provided the false dossier used in the FISA Courts.

Your first sentence is completely inaccurate.
"Just a few years ago, Wells Fargo agreed to pay millions of dollars to Baltimore and its residents to settle a landmark lawsuit brought by the city claiming the bank unfairly steered minorities who wanted to own homes into subprime mortgages. Before that, there was the crack epidemic of the 1990s and the rise of mass incarceration and the decline of good industrial jobs in the 1980s.
And before that? From 1951 to 1971, 80 to 90 percent of the 25,000 families displaced in Baltimore to build new highways, schools and housing projects were black. Their neighborhoods, already disinvested and deemed dispensable, were sliced into pieces, the parks where their children played bulldozed.
And before that — now if we go way back — there was redlining, the earlier corollary to subprime lending in which banks refused to lend at all in neighborhoods that federally backed officials had identified as having "undesirable racial concentrations."
These shocks happened, at least 80 years of them, to the same communities in Baltimore, as they did in cities across the country. Neighborhoods weakened by mass incarceration were the same ones divided by highways. Families cornered into subprime loans descended from the same families who'd been denied homeownership — and the chance to build wealth — two generations earlier. People displaced today by new development come from the same communities that were scattered before in the name of "slum clearance" and the progress brought by Interstate highways.
And the really terrible irony — which brings us back to Baltimore today — is that each of these shocks further diminished the capacity of low-income urban black communities to recover from the one that came next. It's an irony, a fundamental urban inequality, created over the years by active decisions and government policies that have undermined the same people and sapped them of their ability to rebuild, that have again and again dismantled the same communities, each time making them socially, economically, and politically weaker."

Well, let's see. Perhaps there could be a new owner that would bulldoze theblock of apartments and build a no frills average apartments. The apartments would be clean, up to code and expected to stay that way. Locked entryway and only occupants and invited gurests could enter.

The federal gov't should not be in the business of fixing local and state problems. Federal assistance may have contributed to the problem more than helping fix it, why do anything to make things better as long as the federal tax dollars keep rolling in?

Old Yeller, I don't know how much teeth Baltimore housing laws have, but I think it is not as simple as you think. I'd definitely advise the City to lock its Council in a room until they can come up with a viable plan to deal with the monumental housing difficulties that is ground zero for so many of the other problems that grand old city faces.
I grew up in an old city that was a wonderful place to grow up. Outstanding educational facilities, self-sustaining neighborhoods, trade schools, highly accredited hospitals, cops walking beats, parks and public pools everywhere, City buses 10 minutes apart... Then GM pulled out. The town just sort of crumbled, and downtown became so seedy. When City officials tried to either tear down or renovate, it was like sorting out a plate of Spaghetti. Original owners long dead willed to kids who willed to kids who lived all over the country and were hard to find, so without owner approval nothing could be done. It's a mess no matter how hard folks try.
