Although your hypothesis of “contract labor using someone else’s social security number” is unfamiliar and likely not fact in practice
It's how most residential homes are built with illegal labor. In fact it's still how most single family houses are built.
It's one of the reasons why house prices have climbed. Domestic labor is more expensive. Materials are only half of the cost of a house when using illegal labor....less so when using domestic labor.
That's how the game is played.
One guy who speaks Spanish hires a bunch of guys to brick a house. All materials are on-site. Tools and equipment are provided by the hiring manager. Everyone is paid a flat rate for the work. The hiring manager is the company/contracting company owner. The general contractor told him how many houses need Bricking , by when, and how much he would pay per house. He got contractors name from a list in his company phone under "bricks". (Different from "plumbing", "paint", "floor" or several others.)
The contractors SS number and tax ID number checks out so you as a general contractor are not liable for the subcontractors practices or labor force....that is intentional.
If you so much as see a NICE van at lunch you call your contractor to let him know that you think "someone else" is going to get in trouble soon and why.
That's scripted, rehearsed, and practiced.
