The majority vote is by no means the real public opinion. Its basically irrational character greatly reduces its power to rule in a
democracy.
Democracy is based on the concept that man is rational and capable of clearly seeing what is in his own interest, but the study of public opinion suggests this is a highly doubtful proposition.
And the bearer of public opinion is generally a mass man, psychologically speaking, which makes him quite unsuited to properly exercise his right of citizenship.

The
leverage provided by organizations on the
fulcrum that is American democracy has helped Jews all the way from finally-getting-that-office-job-denied-me to the federal government's assistance to harassed Soviet Jews.
In a sense our organizations have served as a sectarian government (albeit not elected by popular Jewish vote) within a secular government, that of the popularly elected legislative and executive branches of the American government. In a context concerned with the flow of Jewish history, Albert Memmi held that what really counts for Jews is
political sovereignty. He maintained that the Diaspora-rooted Jewish tradition was essentially the product of Jews having been colonialized. Our evolving Jewish behavior, indeed our
philosophy for survival, was crafted as a weapon of defense, used by us to survive as colonials. In the unique American democracy it has been our organizations which have
converted our individual “colonial” status and made us a “bloc,” a “lobby,” no longer the lonely and the powerless, pitied but unheeded.

Colonialism n: control by one power over a dependent area or people; also : a policy advocating or based on such control.
Further, notwithstanding the long-time neutrality of the state toward discrimination, a neutrality which functionally aided and abetted practicing bigots, and which was finally shaken by the Johnson Administration's civil-rights laws, our national rhetoric, rhetoric though it was, served Jews and other discriminated-against minorities well. The ideals of that rhetoric and its constitutional source provided accommodating context and legal for the struggle against racial and religious discrimination. Also, no matter these ideals were late in being translated into law, so long as they were official American rhetoric, the bigot's “un-American” practices were in the dock, and his victim's brief was an echo of the Bill of rights and of the fourth of July. Today, for all the significant progress Jews have made in the United States, for all that we have never, in all the millenia of our wanderings, enjoyed a safe harbor than here in the United States, Jews are nonetheless uneasy.

To be sure, Jews constitute but 2.7% of the U.S. Population. However, our acutal percentage of the total vote approximates 5% and while even 5% is itself a small figure,
given our deployment in the major states and the electoral college system, the 1980 Jewish voting distribution augurs well for both Democractic and Republican future attentiveness. At least quadrenally.

The American Way has been our deponent to the truth-in-advertising of our Jewish advertisement for ourselves. Democracy's catechism that All Men Are Created equal; our legal precept that individuals not groups are responsible before the law; the idealization of the individual in American's passion play. The Western; the reality as well as the romance of the Pioneer America; Horatio Alger and capitalism itself have all borne witness to the credibility of Jewish public-relations themes stressing that persons should be judged for what as individuals the are rather than by the natal accident of race, color, or creed. Outsiders, defined as such by anti-Jewish prejudice, we sought to deflect attention from our social handicap, our group identity. In it's place, Jewish organizations, corporately so to speak, instead stressed the centrality of the individual to the American Way. In a sense Jews, the oldest and still champion master practitioners of ethnicity actually argued the irrelevancy of ethnicity. And it worked. It worked because the resonance of All Men Are Created Equal, the nostalgic affection and longing for the frontier's individualism , and the very dynamics of rugged capitalism are strong influences on Americans than their prejudices. This is not to say that
Jews cynically wrapped themselves in the flag in order to gain acceptance. Rather was it a case of a people who had deliberately chosen to come to America in quest of promised freedom and finding that in part at least to it was being withheld, determined to hold its promisor to his word. In the the process and far from incidentally, our celebration of the American ideal of individual worth, self-serving though it has been, gave sinew and vitality to the ideal itself. Our civil-rights briefs in state court and in the Supreme Court, our Congress, our scholarly papers,
our propaganda for, refuge in, and spear-carrying in behalf of All Men Are Created Equal and its panoply of accompanying democratic cliches not only worked well for us, it worked well for others looking in but also barred from entry, and it made of the Statue of Liberty a respectable woman.

In practice, the lobby groups [AIPAC, ADL, AJC] function as an informal extension of the Israeli government. This was illustrated when AIPAC helped draft the official statement defending Israel's 1981 bombing of the Iraqi nuclear reactor, then issued it the same hour as Israel's embassy. No major Jewish organization ever publicly takes issue with positions and policies adopted by Israel. Thomas A. Dine, executive director of AIPAC, spoke warmly of President Reagan's peace plan when it was announced in September 1982, but as soon as Israel rejected the plan Dine fell silent.
