Looked up dolphins. They refer to their communications as a language. Their language allows for individual identification. That's one of the basic prerequisite of language. Our alphabet has only 27 letters ( tonal values ). Dolphins have thousands of tonal values. We can't even hear them all.Nope.

And just like other languages, there are different sign languages in different parts of the world.Perhaps you mean they recognize it as a substitute for language. Which is what it is.
