I would think they are. If another country had credible plots to assassinate a president of the United States, isn't that something requiring a response from the United States? Case in point, as recently has 2024 Iran had credible plots to assassinate Donald Trump. This was well known and the Biden administration even briefed Trump on it.
But, what did Biden do about it? I haven't even heard that the Biden administration was firm with Iran about it at all, not even publicly stating that the assassination of a political candidate in the US by Iran was a "red line", which would be condemned "in the strongest possible terms" LOL.
Shouldn't the US have laid the law down to Iran back then and declared it an act of war for Iran to be plotting the assassination of a political candidate in the US?

So, you are admitting that we have already been at war. Why ask for a declaration of war against a country we have already been at war with? Sounds kind of stupid to me.
