It has nothing to do with it. How well did the NAZIs and Japanese abide by the Geneva convention. The congress can only declare war and only the president can make war and he needs no permission for 60 days. Thats the war powers act

Independent thinker is talking about the state of relations between our two countries. Iran has been able to attack us with impunity for 47 years. That can be considered both a hot and a cold war.

What we are doing right now is not by any definition of the word, War. It is violent, but it is very targeted with a focused goal of replacing the Authoritarian Theocracy. We are not demanding any land or other assets. At least, not until the dollar totals are added up at the end. That will be paid in one of many ways. Oil and a peaceful Iran.

A peaceful Iran pays dividends in perpetuity.

Iran already declared the war.

Let me pose a question to you.

Let's say for the sake of argument that the whole world is at peace, but we have our usual enemies, one being Russia, but that we aren't "at war" with them. Putin decides to pre-emptively nuke Congress when it is in session while our president was lucky enough to be away from DC. Since Congress has been nuked, wouldn't you want the president to defend us, even though we can't get a vaporized Congress to declare war on Russia? Isn't Russia's act a clear act of war and we don't need to wait for a new Congress to declare war against them?
