The thing is, CATO thinks the government spending money on ANYTHING that might take dressage horses away from the rich is a waste, so of course, their graph is going to relfect that.
The problem is, their chart shows ALL public school students, black and white. Scores have remained about the same. Not sure why they should get any better, really. You are always going to have some bright kids and some dumb kids.
What you need is equality in resources.

So while marginally less, certainly not "half" as you claim.
Of course, there's more to it than that. City schools have to spend more on security. They have to spend more on ESL and EIP programs. Of course, like most big city schools, they have to spend more on administration. But the real difference is the suburban schools are more affluent and can attract a better quality teacher.
