Technically there doesn't have to be an executive order written out to make a pardon legal. It is simply traditional and makes it easier to keep records.

The president could legally pardon somebody by simply stating that they were pardoning them in a video.

There are already measures in place that allow wrongful convictions to be appealed. The Pardon power is too easily corrupted. With the President literally allowed to take bribes and polit ical fabors in exchange without fear of prosecution for c corruption.
